Governor Jeff Colyer, M.D. signed Senate Bill 263 on April 20, which enacts the Alternative Crop Research Act allowing the Kansas Department of Agriculture to oversee the cultivation of industrial hemp in a research program. About 9% of those who experiment with marijuana eventually become dependent according to DSM-IV (1994) criteria. A 2013 review estimates daily use is associated with a 10-20% rate of dependence. The highest risk of cannabis dependence is found in those with a history of poor academic achievement, deviant behavior in childhood and adolescence, rebelliousness, poor parental relationships, or a parental history of drug and alcohol problems. Of daily users, about 50% experience withdrawal upon cessation of use (i.e. are dependent), characterized by sleep problems, irritability, dysphoria, and craving. Cannabis withdrawal is less severe than withdrawal from alcohol.
Cannabis sativa L. subsp. sativa var. sativa is the variety grown for industrial use, while C. sativa subsp. indica generally has poor fiber quality and female buds from this variety are primarily used for recreational and medicinal purposes. The major differences between the two types of plants are the appearance, and the amount of Δ9-tetrahydrocannabinol (THC) secreted in a resinous mixture by epidermal hairs called glandular trichomes, although they can also be distinguished genetically. Oilseed and fiber varieties of Cannabis approved for industrial hemp production produce only minute amounts of this psychoactive drug, not enough for any physical or psychological effects. Typically, hemp contains below 0.3% THC, while cultivars of Cannabis grown for medicinal or recreational use can contain anywhere from 2% to over 20%.
Cannabis can be prepared into various foods generally called ‘edibles’. It takes between 1-3 hours to feel the effects after eating cannabis.2 Impatient or naïve users may believe they have not taken enough to feel the effects, and if they consume more they may find later that the psychoactive effects are unpleasantly strong. When edible products have inconsistent levels of THC even experienced users may find it difficult to regulate the amount consumed.

While researchers are calling for more robust studies on the role of CBD on mood disorders, there is promising research that points to CBD’s role as an anxiolytic – which means it has anti-anxiety effects. Another study showed CBD to have antidepressant effects comparable to those of the prescription antidepressant Imipramine. We noted above that CBD increases levels of glutamate and serotonin – and it’s these same neurotransmitters that play a crucial role in mood regulation.
