In the EU and Canada, hemp has often been grown as a dual-purpose crop, i.e. for both fiber and oilseed. In France, dual purpose hemp is typically harvested twice—initially the upper seed-bearing part of the stems is cut and threshed with a combine, and subsequently the remaining stems are harvested. Growing hemp to the stage that mature seeds are present compromises the quality of the fiber, because of lignification. As well, the hurds become more difficult to separate. The lower quality fiber, however, is quite utilizable for pulp and non-woven usages.

Concerned about Mykayla’s stomach cramps, Krenzler, who lives in Portland, Oregon, sent a sample of the oil off to Going Green Labs in Albany, Oregon. Like most labs catering to the cannabis industry, Going Green mainly performs THC potency tests. According to Krenzler, when the lab tested his sample, it found that the Real Scientific Hemp Oil contained much more THC than HempMedsPx had claimed—3.8 percent, instead of roughly 1 percent. Krenzler said he was “disturbed” by the finding, and also by the implications it had for other parents of sick children. Medical marijuana is legal in Oregon, but Krenzler noted that in other states that have not legalized pot, anyone purchasing a product with more than a trace amount of THC could find themselves in legal jeopardy. “I feel that HempMeds had misrepresented their product,” Krenzler said.


A 2012 review found that the THC content in marijuana had increased worldwide from 1970 to 2009.[150] It is unclear, however, whether the increase in THC content has caused people to consume more THC or if users adjust based on the potency of the cannabis. It is likely that the higher THC content allows people to ingest less tar. At the same time, CBD levels in seized samples have lowered, in part because of the desire to produce higher THC levels and because more illegal growers cultivate indoors using artificial lights. This helps avoid detection but reduces the CBD production of the plant.[151]
CBD is a 5-HT1A receptor agonist, which may also contribute to an anxiolytic effect.[146] This likely means the high concentrations of CBD found in Cannabis indica mitigate the anxiogenic effect of THC significantly.[146] The cannabis industry claims that sativa strains provide a more stimulating psychoactive high while indica strains are more sedating with a body high.[147] However this is disputed by researchers.[148]
The more recently House-approved version, which introduced the well-publicized provision affecting up to two million Supplemental Nutrition Assistance Program (SNAP) recipients, doesn't take such steps to remove federal barriers around hemp. It also stipulates that anyone with a felony drug conviction would be barred indefinitely from participating in federal or state hemp programs.

Prescription medicine (Schedule 4) for therapeutic use containing 2 per cent (2.0%) or less of other cannabinoids commonly found in cannabis (such as ∆9-THC). A schedule 4 drug under the SUSMP is Prescription Only Medicine, or Prescription Animal Remedy – Substances, the use or supply of which should be by or on the order of persons permitted by State or Territory legislation to prescribe and should be available from a pharmacist on prescription.[74]
“Folks at the various state Departments of Agriculture are so excited to bring in hemp – excited to introduce any crop, really, and especially to reintroduce this extraordinarily versatile one,” Beckerman said. “But they’re not experts; they’re learning like anybody else. So getting in there, looking at proposed legislation and rules to make sure [proposals] actually make sense for the crop – on an agronomic level, on a regulatory level – and monitoring changes to that legislation, regulation, or industry, is common sense.” She went on,
Jungmann and Thomas aren’t the only ones relying on China for their hemp supply. Today, Patagonia carries about two dozen products in hemp. Most are mixed with other materials, namely organic cotton. Jill Dumain, director of environmental strategy at Patagonia, developed the first hemp supply chain for the outdoor brand in the 1990s. She recalls trying to find suppliers of hemp fabrics in the US and getting frustrated because most of these suppliers were more interested in legalizing marijuana, rather than industrial hemp for fashion. When she requested cost estimates for fabric, she would get price sheets for puny quantities: five to 10 yards.

It is often claimed by growers and breeders of herbal cannabis that advances in breeding and cultivation techniques have increased the potency of cannabis since the late 1960s and early '70s when THC was first discovered and understood. However, potent seedless cannabis such as "Thai sticks" were already available at that time. Sinsemilla (Spanish for "without seed") is the dried, seedless inflorescences of female cannabis plants. Because THC production drops off once pollination occurs, the male plants (which produce little THC themselves) are eliminated before they shed pollen to prevent pollination. Advanced cultivation techniques such as hydroponics, cloning, high-intensity artificial lighting, and the sea of green method are frequently employed as a response (in part) to prohibition enforcement efforts that make outdoor cultivation more risky. It is often cited that the average levels of THC in cannabis sold in the United States rose dramatically between the 1970s and 2000, but such statements are likely skewed because undue weight is given to much more expensive and potent, but less prevalent samples.[241]
The importation and movement of hemp seeds and plants is restricted under federal law. According to the Statement of Principles on Industrial Hemp (81 Federal Register (FR) 53395) issued by the U.S. Department of Agriculture, U.S. Drug Enforcement Administration, and U.S. Food and Drug Administration, "industrial hemp plants and seeds may not be transported across State lines."
