Yet the DEA has stated unequivocally that it considers CBD to be illegal under the Controlled Substances Act. “CBD derived from the cannabis plant is controlled under Schedule I of the CSA because it is a naturally occurring constituent of marijuana,” Joseph Rannazzisi, the deputy assistant administrator of the DEA, told a congressional panel in June. “While there is ongoing research into a potential medical use of CBD, at this time, CBD has no currently accepted medical use in the USA.” Moreover, DEA spokesman Eduardo Chavez told the New Republic that Medical Marijuana, Inc.’s in-house opinion with regards to CBD has no merit. “The bottom line,” Chavez said, “is the oil is part of the marijuana plant, and the marijuana plant is currently a Schedule I controlled substance under federal law.”
Marijuana or marihuana (herbal cannabis),[157] consists of the dried flowers and subtending leaves and stems of the female Cannabis plant.[158][159][160][161] This is the most widely consumed form,[161] containing 3% to 20% THC,[162] with reports of up-to 33% THC.[163] This is the stock material from which all other preparations are derived. Although herbal cannabis and industrial hemp derive from the same species and contain the psychoactive component (THC), they are distinct strains with unique biochemical compositions and uses. Hemp has lower concentrations of THC and higher concentrations of CBD, which decreases the psychoactive effects[164][165]
Access to viable seed may present a challenge for research programs and commercial growers. To implement commercial and research hemp programs, farmers need access to seeds that are guaranteed to produce plants that fall under the legal definition of hemp. These seeds can be difficult to obtain, however, because hemp is still regulated under the federal Controlled Substances Act. In response to this problem, Colorado’s governor sent a letter to the U.S. secretary of agriculture in 2014 requesting the federal government address hemp seed regulations.

As provided in Sec. 7606 of the 2014 Farm Bill industrial hemp may only be grown as part of a research or pilot project.  The 108th General Assembly enacted Public Chapter 916 regarding the growing of industrial hemp in Tennessee. The Act removes industrial hemp from the definition of marijuana in the criminal code. The cultivation of industrial hemp is now available as an option for Tennessee farmers on a limited basis. The Commissioner of the Tennessee Department of Agriculture has promulgated regulations establishing a program of licensing authorized hemp producers.

For example, the six hemp oil companies the FDA had investigated in February had explicitly advertised CBD products for use in the “cure, mitigation, treatment, or prevention of diseases.” The agency sent warning letters to the companies, ordering them to change their product labeling or face potential legal action. Then, in May, the FDA announced it was excluding products containing cannabidiol from its definition of dietary supplements altogether. Hard, the spokesman for Medical Marijuana, Inc., said the company views “these developments as positive because this allows the debate regarding CBD to come to the forefront.” He characterized the FDA’s May announcement as “an opinion” and added, “Medical Marijuana, Inc. and HempMeds, along with industry associations, are working on determining how we can come to a mutual understanding on the matter with the FDA.”

Cannabinoids are a class of compounds that interact with receptors throughout your body. CBD is just one of dozens of cannabinoids found in cannabis, including tetrahydrocannabinol (THC), which is the one responsible for marijuana’s famous high. There is certainly a need to utilize available germplasm sources in order to breed suitable cultivars for North America. A list of the 24 approved cultivars for the 2001 season in Canada is at www.hc-sc.gc.ca/hpb-dgps/therapeut/htmleng/hemp.html. Most of these are regulated by the European Organization of Economic Cooperation and Development (OECD). These cultivars are “approved” for use in Canada not on agricultural criteria, but merely on the basis that they meet the THC criterion. Indeed, most of these are unsuitable or only marginally suitable for Canada (Small and Marcus 2000), and only a very few Canadian cultivars to date have been created. In Canada, every acquisition of hemp grown at a particular place and time must be tested for THC content by an independent laboratory and, under the industrial hemp regulations, fields of hemp with more than 0.3% THC may require destruction (a slight degree of flexibility is generally exercised). Importation of experimental hemp lines (i.e. other than the approved cultivars) requires importation licenses (as well as phytosanitary clearance of the shipment by the Canadian Food Inspection Agency), and the importation licenses require an indication that the THC contents are low.
The DEA isn’t the only government agency scrutinizing CBD vendors. To fend off the FDA, hemp oil companies contend their wares are not drugs but “dietary supplements.” Despite the suggestive “meds” in the company’s name, HempMedsPx is careful to note on its web site, “Although some of our founders are medical professionals, we cannot make medical claims about the benefits of our products.” Others are not quite so nuanced in their marketing. The internet is flooded with CBD products claiming to treat everything from seizures to arthritis to skin conditions and other maladies.

Hemp paper are paper varieties consisting exclusively or to a large extent from pulp obtained from fibers of industrial hemp. The products are mainly specialty papers such as cigarette paper[38], banknotes and technical filter papers[39] . Compared to wood pulp, hemp pulp offers a four to five times longer fibre, a significantly lower lignin fraction as well as a higher tear resistance and tensile strength. However, production costs are about four times higher than for paper from wood[40], so hemp paper could not be used for mass applications as printing, writing and packaging paper.

George Washington’s initial interest in hemp was as a cash crop. After deciding not to cultivate it as a cash crop, Washington grew it to meet the needs of his own plantation. Hemp was used at Mount Vernon for rope, thread for sewing sacks, canvas, and for repairing the seine nets used at the fisheries. Washington’s diaries and farm reports indicate that hemp grew at all five farms which made up Mount Vernon, (Mansion House, River Farm, Dogue Run Farm, Muddy Hole Farm, and Union Farm).
The leaves have a peculiar and diagnostic venation pattern that enables persons poorly familiar with the plant to distinguish a cannabis leaf from unrelated species that have confusingly similar leaves (see illustration). As is common in serrated leaves, each serration has a central vein extending to its tip. However, the serration vein originates from lower down the central vein of the leaflet, typically opposite to the position of, not the first notch down, but the next notch. This means that on its way from the midrib of the leaflet to the point of the serration, the vein serving the tip of the serration passes close by the intervening notch. Sometimes the vein will actually pass tangent to the notch, but often it will pass by at a small distance, and when that happens a spur vein (occasionally a pair of such spur veins) branches off and joins the leaf margin at the deepest point of the notch. This venation pattern varies slightly among varieties, but in general it enables one to tell Cannabis leaves from superficially similar leaves without difficulty and without special equipment. Tiny samples of Cannabis plants also can be identified with precision by microscopic examination of leaf cells and similar features, but that requires special expertise and equipment.[11]
Based on reviews, smoking or vaporizing CBD vape oil seems to have less effects when compared to other methods of administering CBD, such as tinctures, capsules and sprays. Despite advanced analytical techniques, much of the cannabis used recreationally is inaccurately classified. One laboratory at the University of British Columbia found that Jamaican Lamb’s Bread, claimed to be 100% sativa, was in fact almost 100% indica (the opposite strain).[82] Legalization of cannabis in Canada (as of October 17, 2018) may help spur private-sector research, especially in terms of diversification of strains. It should also improve classification accuracy for cannabis used recreationally. Legalization coupled with Canadian government (Health Canada) oversight of production and labelling will likely result in more -- and more accurate -- testing to determine exact strains and content. Furthermore, the rise of craft cannabis growers in Canada should ensure quality, experimentation/research, and diversification of strains among private-sector producers.[83]
An absence of such fiber-strain traits as tallness, limited branching, long internodes, and very hollow stems, is characteristic of narcotic strains. Drug forms have historically been grown in areas south of the north-temperate zone, often close to the equator, and are photoperiodically adapted to a long season. When grown in north-temperate climates maturation is much-delayed until late fall, or the plants succumb to cold weather before they are able to produce seeds. Unlike fiber strains that have been selected to grow well at extremely high densities, drug strains tend to be less persistent when grown in high concentration (de Meijer 1994). Drug strains can be very similar in appearance to fiber strains. However, a characteristic type of narcotic plant was selected in southern Asia, particularly in India and neighboring countries. This is dioecious, short (about a meter in height), highly branched, with large leaves (i.e. wide leaflets), and it is slow to mature. The appearance is rather like a short, conical Christmas tree.

Epidemiologic studies examining one association of Cannabis use with head and neck squamous cell carcinomas have also been inconsistent in their findings. A pooled analysis of nine case-control studies from the U.S./Latin American International Head and Neck Cancer Epidemiology (INHANCE) Consortium included information from 1,921 oropharyngeal cases, 356 tongue cases, and 7,639 controls. Compared with those who never smoked Cannabis, Cannabis smokers had an elevated risk of oropharyngeal cancers and a reduced risk of tongue cancer. These study results both reflect the inconsistent effects of cannabinoids on cancer incidence noted in previous studies and suggest that more work needs to be done to understand the potential role of human papillomavirus infection.[10] A systematic review and meta-analysis of nine case-control studies involving 13,931 participants also concluded that there was insufficient evidence to support or refute a positive or negative association between Cannabis smoking and the incidence of head and neck cancers.[11]

Because C. sativa has been a neglected crop for so long in North America, there are only negligible genetic resources available on this continent. Most germplasm stocks of hemp are in Europe, and the largest and most important collection is the Vavilov Institute gene bank in Leningrad. Figure 11 shows THC concentrations in the Vavilov collection, as well as in our own collection, largely of European germplasm. A disturbingly high percentage of the collections have THC levels higher than 0.3%, making it difficult to incorporate these into breeding programs.
Understanding the mechanism of cannabinoid-induced analgesia has been increased through the study of cannabinoid receptors, endocannabinoids, and synthetic agonists and antagonists. Cannabinoids produce analgesia through supraspinal, spinal, and peripheral modes of action, acting on both ascending and descending pain pathways.[41] The CB1 receptor is found in both the central nervous system (CNS) and in peripheral nerve terminals. Similar to opioid receptors, increased levels of the CB1 receptor are found in regions of the brain that regulate nociceptive processing.[42] CB2 receptors, located predominantly in peripheral tissue, exist at very low levels in the CNS. With the development of receptor-specific antagonists, additional information about the roles of the receptors and endogenous cannabinoids in the modulation of pain has been obtained.[43,44]
Edible cannabis, however, is quickly making up ground as a go-to method for consuming medical marijuana. Indeed, some states with legal medical marijuana laws still forbid smoking marijuana. Instead, medical forms of the drug are only available in pill or capsule form. Oils and tinctures, which are made from extracting cannabinoids from herbaceous material, are also commonly prescribed in the form of cannabis edibles.
On the federal level, several bills currently before Congress seek to change the way the government treats CBD. One such bill, the Compassionate Access Act, would exclude CBD from the classification of “marijuana” and remove both from the DEA’s list of Schedule I controlled substances. Rescheduling CBD in such a way would make research and cultivation of CBD much easier.
There is great variation in Cannabis sativa, because of disruptive domestication for fiber, oilseed, and narcotic resin, and there are features that tend to distinguish these three cultigens (cultivated phases) from each other. Moreover, density of cultivation is used to accentuate certain architectural features. Figure 5 illustrates the divergent appearances of the basic agronomic categories of Cannabis in typical field configurations.
And without high-quality trials, experts don’t know how much is best for a given purpose. The staff at Roth’s dispensary told her, “Try some once or twice a day and see what happens.” (Half a dropper’s worth was a good amount for her.) One thing scientists feel confident about is that CBD is not dangerous. It won’t damage vital organs even at doses as high as 5,000 mg a day, Marcu says, and nobody has died from simply overdosing on a cannabis product.
THC, an intoxicating and illegal substance, is responsible for causing marijuana users to get “high.” Unlike THC, CBD is non-psychoactive because it does not act on the same pathways as THC. Thus, it is impossible to get “high” by smoking or ingesting CBD or CBD oil extracted from industrial hemp plants, as they only have minuscule traces of THC (<0.3%).
I’ve done a little research on the hemp and cannabis, and it looks to me like they’re both supposed to be medicine plants. From what I learned about the plants, they’ve been known to actually have multiple health benefits and even save lives of fourth stage cancer patients, sending the cancer into remission and therefore saving the patient lives. Banning this medicine plant has actually caused the deaths of many people who could have otherwise been saved by this plant. No wonder people are getting it other ways, I don’t blame them as long as it’s strictly for medical purposes. I even heard of a case where one child’s seizures were so bad they had to end up moving to Colorado as a last resort to save that little girl’s life by giving her cannabis because no other medicine worked for her.

Research suggests that CBD may exert some of its pharmacological action through its inhibition of fatty acid amide hydrolase (FAAH), which may in turn increase the levels of endocannabinoids, such as anandamide, produced by the body.[8] It has also been speculated that some of the metabolites of CBD have pharmacological effects that contribute to the biological activity of CBD.[43]

A 2012 review found that the THC content in marijuana had increased worldwide from 1970 to 2009.[150] It is unclear, however, whether the increase in THC content has caused people to consume more THC or if users adjust based on the potency of the cannabis. It is likely that the higher THC content allows people to ingest less tar. At the same time, CBD levels in seized samples have lowered, in part because of the desire to produce higher THC levels and because more illegal growers cultivate indoors using artificial lights. This helps avoid detection but reduces the CBD production of the plant.[151]

Since its inception in 1931, the Hemp Breeding Department at the Institute of Bast Crops in Hlukhiv (Glukhov), Ukraine, has been one of the world's largest centers for developing new hemp varieties, focusing on improving fiber quality, per-hectare yields, and low THC content.[83][84]

Marijuana looks contrastingly different from hemp. When you observe their leaves, marijuana’s shape tends to either be broad leafed, a tight bud, or look like a nugget with organd hairs.  Hemp, on the other hand, has skinnier leaves that’s concentrated at the top. Few branches or leaves exist below the top part of the plant. When you observe the plants from afar, marijuana looks like a short fat bush. Hemp is typically skinnier and taller (up to 20 ft). At times, it almost looks like long ditchweed – hemp was actually found to grow among weeds in Nebraska. Hemp allows farmers to build a livelihood from a crop that’s both good for the environment and the growers themselves. Hemp puts back nitrogen into the soil. Cotton, on the other hand, can deplete the land’s nutrients, especially if not rotated with other crops. Unlike cotton which produces shorter fibers, hemp, though brittle when dry, thrives when it’s wet, explains Derek Thomas, co-founder of Hemp Blue, a LA-based startup producing hemp-based jeans, jackets, and shirts. The long, wet fibers don’t break, but actually grow in strength, he says. Hemp’s longer, wet fibers have greater durability than cotton, which has short fibers that need to be spun and woven.

Until recent times, the cultivation of hemp primarily as an oilseed was largely unknown, except in Russia. Today, it is difficult to reconstruct the type of plant that was grown there as an oilseed, because such cultivation has essentially been abandoned. Dewey (1914) gave the following information: “The short oil-seed hemp with slender stems, about 30 inches high, bearing compact clusters of seeds and maturing in 60 to 90 days, is of little value for fiber production, but the experimental plants, grown from seed imported from Russia, indicate that it may be valuable as an oil-seed crop to be harvested and threshed in the same manner as oil-seed flax.” Most hemp oilseed in Europe is currently obtained from so-called “dual usage” plants (employed for harvest of both stem fiber and seeds, from the same plants). Of the European dual-usage cultivars, ‘Uniko B’ and ‘Fasamo’ are particularly suited to being grown as oilseeds. Very recently, cultivars have been bred specifically for oilseed production. These include ‘Finola,’ formerly known as ‘Fin-314’ (Fig. 6) and ‘Anka’ (Fig. 7), which are relatively short, little-branched, mature early in north-temperate regions, and are ideal for high-density planting and harvest with conventional equipment. Dewey (1914) noted that a Turkish narcotic type of land race called “Smyrna” was commonly used in the early 20th century in the US to produce birdseed, because (like most narcotic types of Cannabis) it is densely branched, producing many flowers, hence seeds. While oilseed land races in northern Russia would have been short, early-maturing plants in view of the short growing season, in more southern areas oilseed landraces likely had moderate height, and were spaced more widely to allow abundant branching and seed production to develop. Until Canada replaced China in 1998 as a source of imported seeds for the US, most seeds used for various purposes in the US were sterilized and imported from China. Indeed, China remains the largest producer of hempseed. We have grown Chinese hemp land races, and these were short, branched, adapted to a very long growing season (i.e. they come into flower very slowly in response to photoperiodic induction of short days in the fall), and altogether they were rather reminiscent of Dewey’s description of Smyrna. Although similar in appearance to narcotic strains of C. sativa, the Chinese land races we grew were in fact low in intoxicating constituents, and it may well be that what Dewey thought was a narcotic strain was not. Although some forms of C. sativa have quite large seeds, until recently oilseed forms appear to have been mainly selected for a heavy yield of seeds, usually recognizable by abundant branching. Such forms are typically grown at lower densities than hemp grown only for fiber, as this promotes branching, although it should be understood that the genetic propensity for branching has been selected. Percentage or quality of oil in the seeds does not appear to have been important in the past, although selection for these traits is now being conducted. Most significantly, modern selection is occurring with regard to mechanized harvesting, particularly the ability to grow in high density as single-headed stalks with very short branches bearing considerable seed.

Industrial hemp is from the plant species Cannabis sativa and has been used worldwide to produce a variety of industrial and consumer products. Hemp is a source of fiber and oilseed grown in more than 30 nations. In the United States production is controlled under drug enforcement laws. To produce industrial hemp in the United States the grower must obtain a permit from the Drug Enforcement Agency (DEA).
Hemp is considered by a 1998 study in Environmental Economics to be environmentally friendly due to a decrease of land use and other environmental impacts, indicating a possible decrease of ecological footprint in a US context compared to typical benchmarks.[59] A 2010 study, however, that compared the production of paper specifically from hemp and eucalyptus concluded that "industrial hemp presents higher environmental impacts than eucalyptus paper"; however, the article also highlights that "there is scope for improving industrial hemp paper production".[60] Hemp is also claimed to require few pesticides and no herbicides, and it has been called a carbon negative raw material.[61][62] Results indicate that high yield of hemp may require high total nutrient levels (field plus fertilizer nutrients) similar to a high yielding wheat crop.[63]
